Change of statutory harbour authority: Fleetwood
Effective 18 September 2026. FJ Ports (Fleetwood) Ltd is the statutory harbour authority for the Port of Fleetwood, in place of Associated British Ports.
What has changed
From 18 September 2026, FJ Ports (Fleetwood) Ltd (registered in England and Wales, company number 15560248) is the statutory harbour authority for the Port of Fleetwood, in place of Associated British Ports.
Under what authority
The change is made by The Ports of Fleetwood and Silloth (Transfer of Undertaking) Harbour Revision Order 2026 (SI 2026 No. 404). The Order was made by the Marine Management Organisation on 13 April 2026 under section 14 of the Harbours Act 1964, laid before Parliament on 16 April 2026, and came into force on 7 May 2026. Associated British Ports fixed 18 September 2026 as the transfer date under article 3 of the Order.

What the Order does
Article 4: the new authority
Establishes FJ Ports (Fleetwood) Ltd as the harbour authority for the Port of Fleetwood in place of Associated British Ports.
Article 5: powers, duties and the undertaking
Article 5(1) transfers all statutory and other powers and duties conferred or imposed on Associated British Ports by the local Acts governing the Port of Fleetwood.
Article 5(2) transfers the undertaking itself, including the land, works, buildings, property, rights, powers and privileges, and all liabilities and obligations.
Article 5(3) provides that from the transfer date any statutory provision of local application and any document has effect as if references to Associated British Ports were references to FJ Ports (Fleetwood) Ltd, and references to an officer, employee or servant of Associated British Ports were references to an officer, employee or servant of FJ Ports (Fleetwood) Ltd.
Article 6: byelaws, licences and consents
A byelaw, regulation, licence or consent made, issued or granted by Associated British Ports in relation to the Port of Fleetwood and in force immediately before the transfer date continues in force and has effect as if made, issued or granted by FJ Ports (Fleetwood) Ltd.
Article 7: contracts
All contracts and agreements entered into by Associated British Ports in relation to the Port of Fleetwood, and in force immediately before the transfer date, are as binding and of as full force and effect for and against FJ Ports (Fleetwood) Ltd as they were for and against Associated British Ports, and may be enforced as if FJ Ports (Fleetwood) Ltd had been a party to them.
Articles 14 and 15: savings
Article 14 saves the rights of the Corporation of Trinity House. Article 15 saves Crown rights.
What this means for you
Byelaws
The Fleetwood Harbour and Docks Bye-Laws 1982 continue in force unchanged. They are now the byelaws of FJ Ports (Fleetwood) Ltd and are enforced by this authority.

Charges
The charges currently in force continue. The list of ship, passenger and goods dues is kept at the harbour office and is open for inspection there during reasonable hours, free of charge, with copies available for purchase, as required by section 30 of the Harbours Act 1964. Contracts, including berthing licences
Existing contracts continue on their existing terms under article 7. If you hold a berth or a commercial agreement, your agreement continues unchanged, with the same end date and the same charges. Berth holders have been written to separately; see the berth holder page.
