Section 30 of the Harbours Act 1964 requires a list of ship, passenger and goods dues to be kept at the harbour office, open for inspection free of charge during reasonable hours, with copies available for purchase. A web page does not satisfy that. The list at the harbour office is the legal act; this page is a convenience copy.
The statutory list of dues
A list showing the ship, passenger and goods dues currently chargeable at the Port of Silloth is kept at the harbour office. It is open there for inspection by any person, free of charge, during reasonable hours. Copies of the list are kept for sale at that office.

Objecting to a charge
A user of the port has a right to object to a ship, passenger or goods due, on the grounds that it should not be imposed at all, that it should be lower, or that it should apply differently to a class of ship, passenger or goods. The objection is made to the Secretary of State under section 31 of the Harbours Act 1964. An objector has to advertise the objection, and other people are given at least 42 days to make representations.
