Marine safety policy and duty holder
Each of the two harbour authorities will publish its own marine safety policy and a statement naming its duty holder.

Neither the marine safety policy nor the duty holder statement exists yet under the new authorities, and this page will not pretend otherwise. Both are due within the first quarter of operation, that is by 18/12/2026.
What will be published
- The aims of the organisation as a harbour authority in relation to marine safety.
- The roles and duties of the organisation as duty holder under the Ports and Marine Facilities Safety Code.
- Who the duty holder is. The Code requires the duty holder to be formally identified, holds them accountable for compliance, and makes them responsible for reporting compliance to the Maritime and Coastguard Agency every three years.
One policy for FJ Ports (Fleetwood) Ltd and one for FJ Ports (Silloth) Ltd. They are separate authorities and the duties fall on each separately.
In the meantime
The byelaws, the notices to mariners and the harbour master's directions all continue in force and are the operative safety rules today. See the notices to mariners for Fleetwood and for Silloth.
