Harbour users and consultation: Fleetwood
Some of what a harbour authority does, it has to consult you about first. Here is what that means at Fleetwood. Arrangements are not yet published.
Harbour directions
Fleetwood is a designated harbour authority for the purposes of section 40A of the Harbours Act 1964, under the Harbour Directions (Designation of Harbour Authorities) (No. 2) Order 2015, SI 2015/1656. So the authority can give harbour directions, and before it gives one it must consult representatives of appropriate harbour users and publicise the proposed direction for at least 28 days beforehand.

Charges
You have a statutory right of objection to ship, passenger and goods dues, to the Secretary of State, under section 31 of the Harbours Act 1964. The grounds are that a charge should not be imposed at all, that it should be lower, or that it should apply differently to a class of ship, passenger or goods.
That objection is against the charges of FJ Ports (Fleetwood) Ltd. The Port of Silloth sets its own charges separately and an objection to one is not an objection to the other. See the schedule of charges. Before objecting, please raise the point with the harbour office. Most charging questions are answered faster that way.
Pilotage
Nothing is published about pilotage at Fleetwood, and until the competent harbour authority question is settled there is nothing to consult on. Where a pilotage direction is given, section 7 of the Pilotage Act 1987 requires the authority to consult ship owners and harbour operators, or bodies representing them, first.
